Bugfix and improvement

• add missing reload for currency config
• inventory of vehicle is now only shown when vehicle is not locked, before it was only visible to players that have access rights

• add hotkeys to context menu
• Move Action "Own Vehicle" to context menu
• Move Action "Pack Vehicle" to context menu
• Move Action "Raid Vehicle" to context menu
• add new options to PackVehicleConfig
  • "vehicleCargoMustBeEmpty" default is active: 0 = off, 1 = on. If 1, vehicle cargo must be empty to pack the car
  • "handNeedsToBeEmpty" default is active: 0 = off, 1 = on. If 1, hand needs to be empty to pack the car
